Murphy finds out that the military wants to test this machine for riot and crowd control. Problem is this sort of machine has a totally different agenda than normal police business. It is armed to the teeth and has all sorts of cameras and computer equipment. It can fly so quietly, nobody knows that it is there.

It is faster and smarter than any other helicopter around. It is military style and called Blue Thunder. There is a new helicopter that is being tested and put through its paces. His new partner is named Lymangood (Daniel Stern) and together they fly surveillance and police car back-up. The setting is Los Angeles and Frank Murphy (Roy Scheider) is a police helicopter pilot. It was a lot of fun when it was new, but now is quite dated.
